In optical communication networks using wavelength-division multiplexing, efficient use of an optical communication network becomes difficult if use of optical frequency slots is focused in a specific optical fiber, causing a drop in optical path containment efficiency. Therefore, an optical path design device according to the present invention has: a pathway candidate selection means for searching for pathways for optical paths containing communication requests and selecting a plurality of pathway candidates; an optical path candidate selection means for selecting a plurality of optical path candidates by allocating optical frequency bands necessary to accommodate the optical paths in the optical fibers on the plurality of pathway candidates; and an optical path determination means for determining an optical path from among the plurality of optical path candidates on the basis of optical frequency band usage in the optical fibers.
