Disclosed are an energy-saving electrical cabinet apparatus and a use method therefor. The apparatus comprises a fixed frame component (8) and a functional device carrier (9) pivotable relative to the fixed frame component (8). A functional device apparatus (92) having an operation side (921) and a wiring side (922) is carried on the functional device carrier (9). An end part, close to the fixed frame component (8), of the functional device carrier (9) is fixedly provided with a pivotally driven gear sleeve (91) rotatably cooperating with an articulated shaft (81) fixedly arranged close to a rear end part of the fixed frame component (8). The fixed frame component (8) is provided with a rack assembly, capable of moving along a front-rear direction, driven by a screw rod (19) extending along the front-rear direction and driven by a driving motor (1) to rotate.
