The present invention relates to a system and a method for 24-hour monitoring the safety of an elderly person living alone using long range (LoRa) communication, the system comprising: a safety terminal for measuring a heart rate of a user such as an elderly person living alone or a disabled person, transmitting information of the measured heart rate to a portable terminal using LoRa communication to identify whether the user is in an emergency situation, and providing quick aid to the emergency situation; a portable terminal having an emergency situation unit installed thereon, wherein the emergency situation unit transmits, to a management server, heart rate information and location information of the user transmitted from the safety terminal, by interlocking with the safety terminal; and a management server for collecting and analyzing the heart rate of the user transmitted from the portable terminal, and determining whether the user is in an emergency in accordance with an analyzed result to provide aid to the user from a management and relief organization.
