The present invention provides a method and system for bit rate control and version selection for dynamic adaptive video streaming media at an encoding end. The method adopts a dynamic adaptive streaming media encoding technology to encode respective original videos into a plurality of versions with different bit rates at a server, and determines an original video version subset to be encoded for each original video and a specific encoding parameter of each video version by taking into consideration a complexity-bit rate-distortion encoding model for different original video content, constraints on an encoding bit rate and a computing resource of the video server, network connection conditions of different users, and a video on demand probability distribution, and the video server finally encodes and outputs an optimal video version set, so as to maximize the overall quality of videos viewed by users. The method of the present invention improves the encoding efficiency of a dynamic adaptive streaming media encoding technology when an encoding bit rate and a computing resource are limited, and provides better video service quality for users.
