This speed enforcement system comprises image capture units (320, 330) which photograph a traveling vehicle, a recording unit (420) which records videos which have been photographed by the image capture units (320, 330), and a control unit (360) which computes the speed of the vehicle on the basis of the videos from the image capture units (320, 330), and according to the computed speed, determines an initial period and a final period of the videos which are to be recorded in the recording unit (420).
