Provided by the present invention are a modulation and coding scheme (MCS) information indication method, an MCS information indication device, a base station and a terminal, wherein the MCS information indication method, which is applied to the base station, comprises: configuring MCS information for a first type transmission time interval (TTI) and a second type TTI in target downlink control information, the duration of the first type TTI being an integer multiple of the duration of the second type TTI, the first type TTI being configured to have a reference MCS value, the second type TTI being configured to have an offset value, the offset value representing an offset value of the actual MCS value of the second type TTI relative to the reference MCS value, and a bit number for indicating the reference MCS value being greater than a bit number for indicating the offset value; and sending the target downlink control information to a terminal so as to instruct the terminal to determine the actual MCS value of the second class TTI. By means of the technical solution of the present invention, the overhead of downlink control information may be effectively reduced.
