The present invention relates to cosmetics for improving whitening of the skin, more specifically to cosmetics containing nanoparticles for which solubility in water has been increased by forming micelles of hydrophobic whitening-improving active ingredient. Furthermore, the cosmetics according to the present invention can provide the benefit of enhancing penetration of the whitening-improving active ingredient into the skin by means of the nanoparticles having encapsulated therein the whitening-improving active ingredient having excellent long-term stability and skin penetration.
