A flood hazard mapping device 1 equipped with: a storage unit 23 which, for a floodplain A that has been divided into multiple unit sections a, stores the result of a flood simulation executed under multiple conditions, and similarity information indicating the hydrological similarities between the unit sections; an observation data acquisition unit 33; a reproduction flood data creation unit 34 that creates reproduction flood data on the basis of results from multiple flood simulations and observation data; a difference data acquisition unit 35 that determines the difference between the observation data and the reproduction flood data; and a flood hazard map creation unit 36 that creates a flood hazard map by using the similarity information to reflect the difference with respect to the reproduction flood data.
