The purpose of the present invention is to provide a scheduling device and method for rapid synchronization for reducing the listening time of nodes desiring to be joined, by considering network congestion, the arrangement status of the nodes, and communication channel quality, and the present invention comprises: an RF transmitting/receiving module for transmitting/receiving an RF signal from an ambient channel; an RSSI receiving and storing module for receiving and storing an RSSI value in the RF signal received from the RF transmitting/receiving module; a channel aligning module, which puts an RSSI value for each channel received from the RSSI receiving and storing module (20) into a CQE formula so as to measure a CQE value of each channel, and aligns, in order of highest CQE value (in order of best channel quality), the channels with respect to the measured CQE values; and a channel setting and ADV receiving module, which receives one channel having the highest CQE value from the channel aligning module and setting the same as a channel, and starts listening for ADV reception in the set channel.
