A speed level-based configuration method and device, a speed level-based access method and device. The configuration method comprises: configuring one or more service speed levels for a target cell, the service speed level being used for characterizing the speed level of a terminal device allowed to access the target cell; and sending the service speed level(s) of the target cell to the terminal device. The access method comprises: receiving the service speed level(s) sent; and determining, according to the service speed level(s) and the speed level of the terminal device, whether the terminal device can access the target cell. By means of pre-configuring, at a network side, service speed levels of a target cell, the target cell preferentially provides services to a terminal device having a speed matching the service speed level, and the terminal can autonomously select a corresponding cell according to the speed thereof, such that the service speed of the cell matches the moving speed of the terminal device.
