A city elevator management system and method based on an Internet of Things (IoT). When a high-rise building in a city has an elevator failure, an IoT elevator platform in the city can send to a vehicle monitoring platform, by means of an Internet of Things, position information and a building name of the high-rise building having a failure. The vehicle monitoring platform computes a linear distance between position information of each of vehicles monitored by the vehicle monitoring platform and the position information of the high-rise building having a failure. If it is determined that there is a target vehicle having a linear distance to the position information of said high-rise building less than a first specified threshold, elevator failure warning information including the position information and building name of said high-rise building having a failure is sent to the target vehicle by means of the Internet of Things. The elevator management system and method enable an elevator failure in a high-rise building to be recognized in a timely manner, and prevent the incident from causing trapped passengers life-threatening danger.
