A vehicle communication device (100) for performing vehicle communication transmits a CRL issuance request (430) requesting issuance of a CRL, the CRL issuance request (430) including a limitation condition limiting an area. The expiration information issuing device (300), on the basis of the limitation condition included in the CRL issuance request (430), generates a CRL of certificates included in an area obtained by using the limitation condition to limit the utilization area included in the certificates, as a conditional CRL (440), and transmits the generated conditional CRL (440) to the vehicle communication device (100).
