The invention discloses a method and device for dynamic scheduling in user equipment and a base station. UE receives a first RS set from a first time-frequency resource pool and then searches for first signaling. The first signaling is physical layer signaling. A first RS sequence is used to determine the first RS set. At least one of the first time-frequency resource pool and the first RS sequence is used to determine X2 time-frequency resource sub-pools. A maximum of X3 detections are performed on the first signaling, and X3 is a positive integer not less than X2. A subset of X3 detections are X4 detections. Any one of the X4 detections are performed in one of the time-frequency resource sub-pools. The invention can effectively reduce physical layer dynamic signaling overheads and further improve system spectrum efficiency.
