The present invention relates to a customized mask pack manufacturing system and manufacturing method. According to one aspect of the present invention, provided is a customized mask pack manufacturing system comprising: a user information acquisition means for collecting photographing data created by photographing a user's face; a diagnosis means which reflects, on a stereoscopic 3D model shaped from the user's face and generated from the photographing data, a user's skin diagnosis data detected from the photographing data, so as to generate 3D diagnosis data in which skin characteristics are expressed on the user's three-dimensional face shape, which generates foaming data for processing a mask pack base, and which generates mapping data for applying, to the mask pack base, a plurality of functional materials corresponding to the diagnosis data; and a mask pack manufacturing means for manufacturing a mask pack according to the foaming data and the mapping data.
