Disclosed is a covering earth balancing and safe receiving method for a large-diameter tunnel boring machine. Steps are as follows: determining a penetrating posture of a tunnel boring machine, closing and reinforcing a reinforced area, lowering the water level of the reinforced area, breaking and removing a door of a receiving well and constructing a base, filling earth and filling water, advancing forward the tunnel boring machine, and receiving the tunnel boring machine. The method allows the tunnel boring machine to safely arrive at the receiving well while maintaining water-earth pressure balance and effective reaction force; in addition, to reduce construction risks, a safeguard of in-water arrival is employed for receiving the tunnel boring machine, the advantages are safeness and inexpensiveness, and improved implementation of the safe receiving of the tunnel boring machine is allowed.
