A novel circuit breaker leakage detection device and a low voltage circuit breaker. The novel circuit breaker leakage detection device comprises a signal detection module (10), an isolation module (20), and a zero-sequence current transformer through which a mains inbound line passes. The zero-sequence current transformer is connected to a leakage protection circuit (30) of a circuit breaker. An input end of the isolation module (20) is connected to the signal detection module (10), and an output end of the isolation module (20) passes through the zero-sequence current transformer and is connected to the mains. The signal detection module (10) is used to, when a low-level leakage detection signal sent from the circuit breaker, or a low-level leakage detection signal triggered by a user, is detected, control the isolation module (20) to connect, and generate a test current in a circuit where the output end of the isolation module (20) is located. The zero-sequence current transformer is used to output a leakage test signal to the leakage protection circuit (30) when a test current is generated in a circuit in which the output end of the isolation module (20) is located.
