Provided is a method for constructing an energy saving system which can perform the entire process of establishing an energy saving goal required to manage and save energy, monitoring an energy usage and a saving status, determining validity and propriety of an energy usage status, discovery of a saving factor, tracking of loss, determining and executing an action required for saving energy or preventing loss, analyzing a substitution effect between different energies, analyzing a substitution effect between energy and other resources, and calculating a partial and overall saving scale, in consideration of a detailed level and aspect of each appropriate energy load and time. To this end, a tree data structure is used as an example of a means for modularizing and systematizing necessary and vast energy management related information, and tasks to be performed, such that the energy including power can be autonomously, actively, and intelligently managed, and collectively saved. According to the present invention, a useful means capable of performing an energy goal management is provided to companies having no suitable means for systematically managing and saving the energy, and also, the foundation of constructing a smart factor and a smart building can be allowed to be arranged. Accordingly, the method of the present invention can contribute to allowing a nation to smoothly perform a goal for reducing greenhouse gas which is declared to an international society.
