First and second dome sizes of different sizes are stacked and the top of one dome is laminated to the other dome on the surface of the rib or ground plane block. The lower first dome extends over a wider area on the ground plane. In one embodiment, the first dome covers the entire ground plane block or extends laterally across the ribs. The upper second domes are located on top of the first domes and extend only over a portion of the first domes. The dome may be concentric or eccentric and may be an ellipse having a long axis of ellipses oriented such that the major axis of the ellipses may be parallel or perpendicular to the axis of rigidity of the ground plane block or rib.
