The system includes: a data storage part (110) receiving and storing disaster anticipation data, climate data, action scenarios by disaster, and images and state data of an unmanned aircraft (an identifier of the unmanned aircraft, flight time, three-dimensional position coordinates, image input time, and an identifier of an image sensor); an unmanned aircraft state data output part (120) receiving and outputting the state data of the unmanned aircraft from the data storage part (110); an image analysis result output part (130) receiving, analyzing, and outputting the images photographed by the unmanned aircraft from the state data output part (120); an action scenario output part (140) outputting an action scenario proper for a disaster by analyzing the images photographed by the unmanned aircraft; a GIS information input and output part (150) displaying mark information on a GIS map; and a visualization output part (160) visualizing the proper action scenario in accordance with the information received from the state data output part (120), the image analysis result output part (130), the action scenario output part (140), and the GIS information input and output part (150).
