The present invention provides a device and a method for indoor and outdoor monitoring using image motion detection of a wall pad, which generate a motion event when a wall pad detects an object motion by analyzing a camera image provided by a door phone, a lobby phone, an embedded camera of the wall pad, or a CCTV, transmit a push notification message to an external terminal via a push server, and allow the external terminal receiving the push notification message to connect to the wall pad through an IP address of the wall pad to receive the corresponding camera image. According to the present invention, a camera image or a voice of a corresponding area where a motion occurs indoors and outdoors is transmitted to the external terminal connected to the wall pad capable of connecting to an internet environment to allow a user to use a portable terminal for indoor and outdoor monitoring, such as monitoring of a babysitter, a pet, and an intruder, even if the user is at an arbitrary location.
