The eNodeB (eNB), user equipment (UE) and method of cell reselection are generally described. While in a radio resource control (RRC) idle mode, the UE is informed of a list of neighboring eNBs and cells that contain their priorities for both macrocells and small cells operating on at least one frequency that is different than the frequency of the serving eNB A specific priority list and cell reselection probability can be received through the system information broadcast. The UE may generate a random number and compare the random number with the cell reselection probability to determine whether the UE should reselect. The UE may randomly select among the same, highest priority eNBs. The UE may receive a predetermined set of cell reselection criteria from the eNB via system information broadcast to determine whether to perform reselection.
