The present invention provides a crosslinked polyvinyl alcohol-graft-polyitaconic acid copolymer, which comprises: polyvinyl alcohol; polyitaconic acid grafted to the polyvinyl alcohol and a crosslinking agent crosslinked with the polyvinyl alcohol. The present invention can provide a method for producing a biodegradable highly water-absorbing polymer having water-solubility and biodegradability, less environmental burden due to disposal, and having high water absorption and absorption rate. Also, since a non-toxic raw material is used to produce the crosslinked polyvinyl alcohol-graft-polyitaconic acid copolymer, when applied to sanitary articles, harm to a human body does not exist and skin irritation can be reduced, and by using low-cost raw materials, it is possible to develop a product which is advantageous in terms of price competitiveness by reducing manufacturing cost.
