The present invention relates to a BLE beacon-based system and a BLE beacon-based method for managing entry. The BLE beacon-based system for managing entry comprises: an IoT-based beacon tag attached to a pass of a visitor in a building and facilities of a security area and a harbor; and a beacon AP installed in multiple areas where the beacon tag can be sensed. The beacon tag attached to the pass unilaterally transmits a tag ID and an RSSI value at regular time intervals to be recognized by the beacon AP to transmit the tag ID and the RSSI value of the beacon tag and GPS location information of the beacon AP to the system for managing entry. Entry is managed by using the beacon tag attached to the pass. A location of the beacon tag attached to the pass is tracked and a moving path is monitored by an RTLS server to display the location and the moving path on a GIS map. Information and the location of the beacon tag of the visitor are positioned and tracked based on location information of a building and facilities of a security area, a harbor, and a container terminal to monitor a moving path to provide entry security management for managing a path of the visitor having the pass to which the beacon tag is attached and management of tangible assets and dangerous materials to which the location-based beacon tag is attached.
