The present invention relates to a thermoelectric power generation and circulation system to recover waste heat from an incinerator, a heating furnace, a cremation furnace, and a power generation facility of a power plant, partitioning a pipe through which exhaust gas flows into high, middle, and low temperature zones in accordance with the temperature of waste heat of flowing exhaust gas generated from a heat generation unit of the power generation facility, and installing a plurality of thermoelectric panels including a thermoelectric element in each section of the partitioned pipe to supply electricity produced in each section to an electricity using facility. Since a sensor capable of monitoring the temperature and the composition of the exhaust gas is installed in each section, average electricity production is able to be understood through monitoring by each section, and the temperature of the low temperature section is able to be raised by circulating and supplying a part of the produced electricity to the thermoelectric panel installed in the low temperature section when the temperature of the low temperature section is lowered to a predetermined temperature or less.
