The present invention relates to a system to generate a research and development (R&D) road map of an enterprise R&D organization, capable of quickly generating an R&D road map with high reliability by each technical classification; and a method thereof. According to the present invention, the method comprises: a step of analyzing technical classification information and application data information of patents included in a patent database collected with respect to a predetermined technical field to generate time series data defined by a technology appearance frequency in accordance with time by each technical classification; a step of classifying a past development trend of each technical classification into rise, hold, or fall based on the time series data; a step of using a state space model fit to the time series data to predict a future development trend of each technical classification; a step of integrating the past and future development trends to generate technical development trend information of each technical classification; a step of using the technical development trend information to analyze technology life cycle of each technical classification; a step of evaluating hopefulness of each technical classification; and a step of using the technology development trend information, the technology life cycle, and the hopefulness of each technical classification to generate a technology development road map of each technical classification.
