The present invention relates to an eco-friendly steel protecting agent composition with improved functionality and durability, and a finishing method for protecting the surface of a steel structure using the eco-friendly steel protecting agent composition. The eco-friendly steel protecting agent composition of the present invention comprises 0.1 to 50 wt% of a reforming filler and 50 to 99 wt% of a reforming admixture, wherein the reforming filler includes 5 to 98 wt% of heavy calcium carbonate, 0.1 to 25 wt% of bauxite, 0.1 to 20 wt% of a silica powder, 0.1 to 15 wt% of zirconium, 0.01 to 10 wt% of methane phosphate, and 0.01 to 10 wt% of acid clay. The composition according to the present invention can prevent a coating film from being easily delaminated from a base surface or prevent the surface of the coating film from being easily cracked by having excellent adhesive force with the steel structure. Further, the composition of the present invention not only can improve durability by having excellent bending resistance and impact resistance, but also can increase durability by blocking corrosion, ultraviolet rays and other deterioration factors of the steel structure. Further, the composition of the present invention has an eco-friendly effect that is safe to the human body since the composition not only can express non-combustible and rust preventing functions of a surface protecting finishing agent, but also is free from elution of harmful heavy metals.
