The present invention relates to an apparatus for estimating infiltration and inflow of a sewer pipe using a non-reactivity tracer. The apparatus for estimating infiltration and inflow of a sewer pipe comprises: a non-reactivity tracer deployment device to deploy a non-reactivity tracer at a first point of a sewer pipe; a non-reactivity tracer detection sensor to measure a concentration of the non-reactivity tracer at a second point and a third point of the sewer pipe; and an infiltration/inflow occurrence rate calculator to calculate an infiltration/inflow occurrence rate between the second point and the third point of the sewer pipe based on the concentration of the non-reactivity tracer measured at the second point and the third point of the sewer pipe.
