In an incinerator plant for reprocessing incineration on waste mainly composed of petroleum chemical waste and solid fuel to utilize as new renewable energy, and for recovering energy, a heat recovery means for recovering combustion heat directly applied to refractories in the incinerator is added to prevent damage of refractories of the incinerator, heat recovery efficiency can be maximized by continuously operating the incinerator since time for repairing the incinerator due to damages on the incinerator can be eliminated, and maintenance of the incinerator facility is economical.
