The present invention relates to a system and a method to analyze a variable affecting spatiotemporal distribution of a surficial urban heat island intensity, extracting and calculating a surficial urban heat island intensity of each urban area based on aeronautical satellite image data photographed for a plurality of main urban areas for a long term, constructing a plurality of explanation variables related to the surficial urban heat island intensity of each urban area, and then analyzing correlation of the explanation variables with respect to the surficial urban heat island intensity of each urban area; thereby analyzing the explanation variable with respect to the surficial urban heat island intensity of each urban area. According to the present invention, since the aeronautical satellite image is used, an observation position is not restricted or non-climatological factors generated from a surrounding building do not affect the process unlike an observation method of a ground contact method. Moreover, since the explanation variable related to a heat island effect is constructed for each urban area and the correlation thereof is analyzed, the system can be applied to other urban areas having similar geological, climatological, and populational factors. The system comprises a heat island intensity calculation module, a heat island intensity variable construction module, and a heat island intensity analysis module.
