The present invention relates to a hybrid transparent planar heating element which improves an electrical property, a light transmittance and heating performance. More specifically, the present invention relates to a hybrid transparent planar heating element which comprises: a transparent substrate; a heating layer deposited on the upper part of the transparent substrate; and an electrode formed on both ends of the upper part of the substrate or including both ends of the heating layer by being formed on both ends of the upper part of the substrate. The heating layer is composed of transparent conductive oxide layers formed in two stages on the upper part of the substrate and a metal layer inserted between the transparent conductive oxide layers.
