The present invention relates to cosmetic and pharmaceutic compositions for the reduction of itching and skin immune adjustment containing a germinated mung bean extract with increased amino acid content as an effective component, wherein the germinated mung bean extract shows excellent TRPV1 expression inhibitory effect, TRPV3 expression inhibitory effect, and inflammatory cytokine IL-31 expression inhibitory effect, and thereby the cosmetic or pharmaceutical compositions of the present invention can use the extract excellently to reduce or treat skin itching.
