The present invention relates to a steaming soil sterilizing apparatus. More specifically, before sterilizing soil by making steam permeate the soil, a plowing process is conducted to grind the soil and make many pores, and thus, the permeating steam is delivered evenly throughout the soil and the sterilization is rapidly performed, and accordingly, the steaming soil sterilizing apparatus is capable of improving the efficiency and reliability of soil sterilization. To achieve the purpose, the steaming soil sterilizing apparatus with a steaming sterilizing function includes: a plowing means having a power supply part including a motor, a body part including a power delivery part delivering rotational power from the power supply part and installed on a lever to be rotated through a hinge shaft, and a rotary blade part plowing soil by being inserted into the soil while being rotated by the rotational power delivered by the power delivery part.
