Provided is a system for a wireless communication device using a frequency band shared by other devices to perform channel and power allocation without the intervention of an operator or a sharing adjustment device. Wherein, all the devices in a local area called a group perform the same channel and power allocation using their own local data about their networks, which is shared along with data from the other devices of the group, using a backhaul network to exchange information with the other devices of the group for providing better radio communication performance to members of the group.;COPYRIGHT KIPO 2018
