The present invention provides an alkaline high strength flux-cored wire having excellent impact toughness at a low temperature and crackability. According to the present invention, the flux-cored wire charged with a flux in an outer cover metal includes: 0.05-0.15 wt% of C; 0.05-0.30 wt% of Si; 0.5-3.0 wt% of Mn; 1.5-4.0 wt% of Mg + Al; 2.0-4.0 wt% of Ni; 0.05-0.3 wt% of Cr; 0.1-0.4 wt% of Mo; 0.01-0.2 wt% of Zr; 0.01 wt% or less of Nb; 0.03 wt% or less of V; 0.05-0.2 wt% of a total of one or two kinds selected among arc stabilizer groups composed of alkali metal Na, K, Li, and Ca; 1.0-3.0 wt% of F among alkali and alkali earth element fluoride compounds; 0.5-2 wt% of CeO; and residues including Fe and inevitable impurities. The composition of ((Mg+Al)/2 + CeO)/10 satisfies 0.10-0.25.
