The present invention relates to a cosmetic composition having skin anti-aging effects. More specifically, the present invention provides a cosmetic composition for preventing or alleviating skin aging, comprising, as an effective component, a culture fluid which is prepared by culturing stem cells under low oxygen conditions in a serum-free medium composition that contains a base medium and a cell-activating agent, and does not contain animal-derived serum, and then removing the cultured stem cells therefrom. Since the stem cell culture fluid using a serum-free medium of the present invention has the effects of suppressing elastase activity and MMP-1 activity while increasing collagen synthesis, the composition of the present invention comprising this culture fluid as an effective component can be beneficially used as a material for functional cosmetics for improving skin firmness and reducing skin wrinkles without causing skin irritation.
