The present invention relates to a radio wave environment and signal quality analyzing method to select a reference station for GNSS-based correction information. The present invention can be used to select a reference station by checking radio wave environment and signal quality without removing other errors such as other signal noises as well as multipath error when selecting a reference station. The present invention includes: a step of calculating a code measurement value through formula 1, P_Li = ρ+c(dt-dT)+T+I+m+w_(P_Li), which is observation formula through a measurement signal measured from a satellite signal; a step of obtaining a measurement noise of a code measurement value through formula 2, P_L2-L1 = P_L2-P_L1 = [(f_1)^2/(f_2)^2-(f_1)^2/(f_1)^2]I+w_(P_L1)+w_(P_L2), by using a difference between frequencies to check signal quality in the code measurement value obtained through the step of calculating the code measurement value through observation formula 1; a step of obtaining a measurement noise component of L1 and L2 frequencies through formula 3, P_L2-L1(k+1)-P_L2-L1(k) = 2[w_(P_L1)+w_(P_L2)], by applying a time difference to the measurement noise obtained through the step of obtaining the measurement noise through formula 2 by using the difference between frequencies; a step of obtaining signal quality through the measurement noise component obtained through the step of obtaining the measurement noise component of L1 and L2 frequencies through formula 3, and measuring a radio interference between frequencies through a radio interference measurement device to compare an actually measured radio interference with the signal quality; and a step of calculating a comparison value by comparing the calculated signal quality with the measurement value of radio interference measured through the step of measuring radio interference through the radio interference measurement device.
