The present invention relates to a preparation method of a cosmetic toner using loquat leaves, which comprises effective components contained in the loquat leaves, such as amygdalin, tannin, and saponin, and thus readily obtains the effects of skin regeneration and pain relief; and to a cosmetic toner prepared thereby. The preparation method of the present invention comprises: a loquat leaves preparation step of washing collected loquat leaves and removing fuzz therefrom; a processed loquat leaves preparation step of removing water from the prepared loquat leaves to prepare processed loquat leaves; an alcohol solution preparation step of mixing 100 parts by weight of water with 15-25 parts by weight of ethanol to prepare an alcoholic solution; a soaking solution preparation step of soaking 1-5 parts by weight of the processed loquat leaves in 100 parts by weight of the alcohol solution to prepare a soaking solution; an aging step of aging the soaking solution at 15-20°C for 10-15 days; a loquat leaf extract step of filtering the processed loquat leaves in the aged soaking solution to extract a loquat leaf extract; and a packaging step of packaging the loquat leaf extract in a spraying container so as to be sprayed for use.
