The present invention relates to a method for manufacturing a reactive equally-dyeing agent having improved stability and equally-dyeing properties by a reaction through mixing while using sodium polycarboxylate as a main ingredient, and to a reactive equally-dyeing agent manufactured thereby. The method comprises: a preparation step of preparing sodium polycarboxylate, sorbitol, disodium ethylenediaminetetraacetate, tetrasodium ethylenediaminetetraacetate, sodium benzoate, and purified water; a primary reaction and secondary reaction step of performing dissolution and mixing; a filtering step of removing impurities from the mixture formed in the secondary reaction step; and an aging step of aging the filtered mixture.
