Disclosed are an apparatus and a method for detecting a moving target of a moving platform radar in consideration with an altitude line clutter. The apparatus for detecting a moving target of the present invention comprises: a receiving unit for receiving a radar signal including a main clutter input through a main lobe, and an altitude line clutter input through a side lobe, and a moving target signal; a first moving target indication (MTI) filter unit for removing the altitude line clutter from the received radar signal using a first MTI filter; a Doppler compensating unit for compensating the radar signal from which the altitude line clutter is removed to allow a Doppler frequency of the main clutter to be 0 Hz; a second MTI filter unit for removing the main clutter from the compensated radar signal using a second MTI filter; a blind speed supplementary unit for increasing a blind speed of the radar signal having the clutter removed therefrom using a staggered pulse repetition frequency; and an output unit for obtaining a moving target detection result from the radar signal having the increased blind speed to output the same. According to the present invention, a moving target is accurately detected.
