The present invention relates to a non-contact measuring apparatus for conductivity and non-conductor permittivity changes using an RF signal. The apparatus detects a signal intensity difference by outputting an RF signal of a predetermined frequency through one of coil antennas and receiving an RF induced current signal, transmitted through a medium, through the other coil antenna, and detects a change in conductivity and non-conductor characteristics by comparing a signal intensity of the frequency with a signal intensity table for each frequency stored in a controller based on a signal intensity of each frequency according to a medium state. Therefore, the apparatus can accurately measure various elements by utilizing the characteristics of a conductor medium, which change the conductivity according to total dissolved solid (TDS), temperature, and amount, and the permittivity change characteristics of a non-conductor, can be easily and economically manufactured and installed because of a simple structure, and can measure a change in conductivity and non-conductor characteristics safely and conveniently with a non-contact method.
