The present invention relates to a multilayer composite material including a carbon-based wet nonwoven fabric, a method of manufacturing the same, and a heat-radiation shielding material using the same. The present invention provides a wet multilayer composite material which is stably filled in a carbon-based wet nonwoven web and is integrated at large scale on the surface to integrate a conductive nanostructure in layers so that the thickness and weight of the carbon-based wet nonwoven fabric can be controlled, and various compositions can be applied depending on a concentration of the conductive nanostructure. Particularly, since the multilayer composite material of the present invention is provided in a super-foil type and a foil type and is optimized in thermal conductivity or surface resistance, a high heat radiation property and an excellent electromagnetic wave shielding performance are exhibited. Therefore, the multilayer composite material can be used in portable electronic equipment, military electronic equipment, industrial electronic equipment and medical electronic equipment.
