Disclosed are an apparatus and a method for inspecting an image made in a phase locked method of an outdoor solar cell module. When allowing the solar cell module installed in the outside to be irradiated with solar-light, the solar cell module can be operated by using a power device capable of a predetermined cycle and a predetermined waveform. Accordingly, a light emission image can be captured from the solar cell module at a predetermined cycle, and be performed a phase locked light emission image. Therefore, the apparatus and the method can be carried out in phase locked light emission of the outdoor solar cell module in the outside when obtaining an image for inspecting inner defects of the solar cell module.
