Embodiments process and remove scale layers comprising iron oxides and alloy element oxides formed on ultra-high strength metal surfaces comprising at least 2% by weight of alloys. The first conditioning step may be carried out by chemical bonding with the aqueous alkaline salt solution which is heated to deform the iron oxide in the scale layer or to remove the iron oxide thereby transforming one or more alkali salts in the placed solution into a quasi- Thereby exposing the alloy oxide. Alloy oxides are oxidized through reaction with quasi-molten alkali salt (s) and a solution of water to form one or more water soluble alkali alloy compounds. The water rinse dissolves and rinses the water soluble compound (s) from the ultra-high strength steel product surface leaving a film of iron oxide on the surface, which is removed through the final pickling process.
