The present invention relates to a device for treating nitrogen oxides (NOx), sulfur oxides (SOx), and hydrogen chloride (HCl) in the atmosphere. The device for treating the NOx, the SOx, and the HCl comprises an electrolysis device module and a cleaning tower module. The electrolysis device module produces sodium hypochlorites at a predetermined concentration, which is used as an oxidizing agent and a cleaning liquid. The cleaning tower module touches exhaust gas, applied to the device for treating the NOx, the SOx, and the HCl from a dust collector, to the sodium hypochlorite generated in the electrolysis device module. Accordingly, provided are the device and the method capable of efficiently removing the NOx, the SOx, and the HCl in the atmosphere. The present invention is provided to efficiently remove the NOx, the SOx, and the HCl, which flow into the exhaust gas, in the atmosphere, thereby providing economic feasibility and eco-friendliness to various facilities and workplaces having difficult in exhaust gas processing.
