The present invention provides a control server for a cruise control system, which controls a cruise control system of a driver vehicle based on an average speed in a road section and whether the cruise control system of a vehicle located in the same road section as the driver vehicle is used, and a method for controlling a cruise control system by using the same. According to the embodiment of the present invention, the control server for a cruise control system includes: a vehicle information collection unit receiving vehicle information transmitted from the vehicle driving on a road and extracting the road section and a lane on which the vehicle is located based on the received vehicle information; a vehicle sensing unit sensing a first vehicle group including the vehicle in which the cruise control system is activated, wherein the vehicle is located in a first road section of the road; a cruise control activation determining unit calculating the average speed of the sensed first vehicle group and the average speed of a second vehicle group located at the first road section and determining whether cruise control can be activated at the first road section by comparing the average speed of the first vehicle group and the average speed of the second vehicle group; and a message transmitting unit transmitting first limit speed information to a third vehicle group located at the first road section in case it is determined that the cruise control can be activated at the first road section.;COPYRIGHT KIPO 2018
