The present invention relates to a magnesium-based substrate including a magnesium-containing base material with first porosity, a magnesium-containing layer having second porosity different from the first porosity, a crystalline bioceramic layer, and a biodegradable polymer layer from the center part toward the outer part. The present invention also relates to a manufacturing method of the magnesium-based substrate, and a use thereof. The magnesium-based substrate gas remarkably improved corrosion resistance and biocompatibility to be applied to bone tissue regeneration implants.
