The present invention provide a system for managing an inhabitant priority parking area based on IoT, capable of reducing an aversion due to the use of the parking side of the other member in an idle time zone by giving a merit which is useable in an inhabitant priority parting zone or public parking lot to an inhabitant if the other member or non-member uses an idle parking side and enabling the inhabitant to use the given merit afterward, and a parking lot use state providing module mounted on a communication terminal connected to the same through a network.
