The present invention relates to a heating and cooling management system using low flow rate control of a low flow rate refrigerator and a heating and cooling fluid, which is capable of saving energy by proportionally controlling a fluid for heating and cooling according to a required amount of an indoor unit and in particular, operating a heat exchanger at a low flow rate to prevent unnecessary energy consumption. The heating and cooling management system comprises: a plurality of indoor units for supplying cold air or hot air to the inside of a building; a heating and cooling heat exchanger for cooling or heating a fluid recovered in the indoor units while heat-exchanging the same with a refrigerant or a heat medium to supply the same to the indoor units; a flow rate measurer for measuring a flow rate of a fluid required in the indoor units; and a flow rate controller for controlling the flow rate of the fluid supplied to the heating and cooling heat exchanger according to the flow rate of the fluid measured in the flow rate measurer. The heating and cooling heat exchanger is divided into a plurality of units and connected in parallel to supply the fluid under the control of the flow rate controller, and all or a part of the units are operated according to the flow rate of the fluid required in the indoor units so as to control the flow rate of the fluid.
