Disclosed are a plasma pulverized coal ignition burner using plasma to combust pulverized coal; and a plasma pulverized coal burner to start a coal power plant including the same. According to one embodiment of the present invention, the plasma pulverized coal ignition burner comprises: a plasma torch including an electrode and a plasma tube to receive the electrode, and generating plasma from a discharge gas through the electrode to supply the plasma to an ignition unit of a tip of the plasma tube; a first combustion air chamber surrounding the outer circumferential surface of one side of the plasma tube, and including a first combustion air inlet pipe, which rotates pulverized coal for ignition together with primary combustion air to supply the mixture to a first combustion air introduction unit formed between the plasma tube and the first combustion air chamber, installed in a tangential direction; a first combustion air nozzle connected to the first combustion air chamber, and surrounding the other side of the outer circumferential surface of the plasma tube to form a first flowing channel between the plasma tube and the first combustion air nozzle; a second combustion air chamber installed outside the first combustion air chamber and including a second combustion air inlet pipe, which supplies secondary combustion air to a second combustion air introduction unit formed between the first and second combustion air chambers, installed in a radial direction; a second combustion air nozzle connected to the second combustion air chamber and surrounding the first combustion air nozzle to form a second flowing channel between the first and second combustion air nozzles; and first and second flow path switches installed in end portions of the first and second combustion air nozzle, respectively.
