SKIP VIDEO CODING METHOD AND APPARATUS USING SKIP CANDIDATE LIST ACCORDING TO BLOCK PARTITION

The present invention relates to a method and apparatus for generating and modifying a SKIP candidate list in a divided block in a video coding technique. A method for encoding and decoding a video includes the steps of: generating SKIP candidate motion information according to a SKIP candidate addition sequence; determining whether to add the obtained motion information to the SKIP candidate list; and adding the obtained motion information to the SKIP candidate list if the addition to the SKIP candidate list is true. Accordingly, the present invention can improve encoding efficiency.
